January 16. The Ministry of Foreign Affairs announces that the Republic of China and the Republic of Chad have formally agreed to establish diplomatic relations.

Philippine Senator Rogelia de la Rosa arrives for a two-day visit.

17. The Government Information Office announces that Vice President and Premier Chen Cheng will begin a one-month leave today and go to southern Taiwan for further recuperation.

The Ingalls-Taiwan Shipbuilding and Dry Dock Company, a Sino-American joint enterprise, announces receipt of a loan of NT$60,000,000 and US$900,000 from the American Cooley Fund to tide over its financial crisis.

18. Olabisi Ajala, first Nigerian newsman to visit free China, says that more African nations would support free China if its cause were better known in Africa. The 29-year-old journalist had a 20-minute interview with President Chiang.

Minister in Ottawa Chu Fu-sung is named administrative vice minister of foreign affairs. Former Administrative Vice Minister Wang Chih-chen is appointed ambassador to Argentina.

The Executive Yuan establishes the Committee for Reimbursement of International Development Loans. It will handle repayment of the loans and supervise use of loan funds by the recipients.

General Park Chung Hee, chairman of the Supreme Council for National Reconstruction of Korea, in a letter to the Committee of Civic Organ­izations of the Republic of China in Support of Struggle for Freedom Behind the Iron Curtain, thanks China for its "sympathetic support and encouragement" of his revolutionary government.

19. General Wang Shu-ming, former CAF com­mander, is named chief of the Chinese mission to the United Nations Military Staff Committee, replacing General Ho Shai-lai.

The Agency for International Development in Taipei announces a grant of US$2,500,000 worth of farm commodities that will provide funds for a number of development projects.

20. China establishes an embassy in Ouagadougou, capital of Upper Volta, with Counselor Jui Cheng­-kao as charge d'affaires.

The Republic of China and the Republic of Dahomey agree to establish diplomatic relations. Of the 14 African nations with which China has diplomatic ties, nine are in the Brazzaville group.

Emile Mattar, Lebanese ambassador to China, arrives to assume his post.

21. General Huang Chieh, commander-in-chief of the Taiwan Garrison Command, says Taiwan is safe from Communist espionage and well prepared against possible sneak nuclear attacks by the Com­munists.

22. Dr. William I. Myers, former chairman of the U.S. National Agricultural Advisory Committee and dean of the college of agriculture, Cornell University, arrives to study rural credit and other farm projects for two weeks.

23. In his Freedom Day message, President Chiang vows to recover the mainland and restore freedom to those enslaved by the Communists.

Wesley C. Haraldson, director of U.S. aid pro­gram, leaves for Hongkong and a conference on the assistance program.

24. Lebanese Ambassador Emile Mattar presents his credentials to President Chiang. Ambassador Mattar is concurrently Lebanese ambassador to Japan.

25. Dr. Lev E. Dobriansky, president of the United States Committee for Captive Nations, declares in Taipei that Nikita Khrushchev has "definite difficulties" but that he sees no Kremlin crackup.

The Executive Yuan appoints a nine-man delegation headed by Communications Minister Shen Yi to attend the 18th conference of the Economic Commission for Asia and the Far East in Tokyo.

Vice President Chen Cheng sends a message of felicitations to Australian Prime Minister Robert G. Menzies on the occasion of the Australian na­tional day tomorrow.

26. K. T. Li, secretary general of the Council for United States Aid, says the industrial production index rose 14 per cent last year.

A Korean industrial management study team ends a two-week tour, noting that Taiwan industrialization has spurred the economy to new heights.

27. General Chen Chia-shang, commander-in-chief, CAF, leaves for the Philippines to attend the USAFCAF joint executive control meeting at Baguio.

The Joint Commission on Rural Reconstruction announces that Taiwan's agricultural, forestry and fisheries production achieved a 7.6 per cent increase last year.

A group of 29 American newspaper publishers and editors arrive from Hongkong for a two-day visit. Taipei registers the lowest temperature in 40 years. The mercury dipped to 1.2°C at 6:55 a.m.

28. Minister of Economic Affairs Yang Chi-tseng calls on the nation for continued efforts to promote national prosperity. He said the downward trend of the interest rate demonstrates economic stability.

29. In an interview with American newspaper editors and publishers, President Chiang declares that the time is fast approaching for the Chinese government's counterattack against the Communists.

30. Vice Admiral Clarence E. Eckstrom, USN, commander of United States Naval Air Forces, Pacific, arrives for a day's visit.

31. President Chiang receives three anti-Communist fighters who came to Taiwan to join in the Freedom Day celebrations: Prof. Lev E. Dobriansky of the United States, Chae Sun Kyung of South Korea and Do Van Uyen of South Vietnam.

February 1. The government announces that national income rose from US$750,000,000 to US$1,192,500,000 during the four years of the 1957 to 1960 second economic plan.

A 26-man Japanese trade mission arrives to talk with local business leaders.

Dr. Miao Pei-chi, director of the East Asian Affairs Department of the Ministry of Foreign Affairs, is appointed China's ambassador to Lebanon.

2. Dr. Wei Yun-sun, spokesman of the Ministry of Foreign Affairs, says that to save Laos from Communism, the free world must support the Laotian Royal government both militarily and morally.

3. In a message on Farmer's Day, Governor Chow Chih-jou calls on the farm population to save more for investment. He also urges cooperation with government projects for agricultural reconstruction and production.

Tens of thousands of "freedom rings" are flown to the mainland from Kinmen by balloons as the government's Lunar New Year gift to the mainland people.

4. Vietnam reports that rice planted last August with the assistance of Chinese experts had yielded a record 3,600 kilos per hectare.

5. General Ho Ying-chin, chairman of the President's Military Strategy Advisory Committee, reports on 120 European performances of the anti­-Communist play "Dragon." Headed by General Ro, a troupe of 50 presented the play in Switzerland, West Germany, Sweden, Norway and Denmark to expose the true nature of the Communists.

6. A six-member parliamentary group from New Zealand arrives for a six-day visit.

7. Dr. D. Jose Antonio Baquero, special presidential envoy of the Republic of Ecuador, arrives for a week's visit. He will present his credentials to President Chiang February 10.

8. The Philippines asks the Chinese government to accept 70 Chinese deportees. The Chinese govern­ment had agreed to receive only five of them.

9. Augusto Mulet Descamps, Guatemalan minister of information, arrives for a week's visit.

The Taiwan stock exchange, first in free China, opens its doors.

10. The Chinese consulate in Vientiane, Laos, becomes a consulate general with Liao Teh-chen remaining in charge.

U.S. Attorney General Robert Kennedy arrives for a brief stopover en route to Indonesia. He says the U.S. government firmly supports the Republic of China.

Dr. Jose Antonio Baquero de la Calle, special envoy from Ecuador, presents credentials to Presi­dent Chiang Kai-shek.

11. The Ministry of Economic Affairs announces that the government is planning to construct 31,537 housing units under the third four-year economic plan.

12. Paul Yrarrazavar, chairman of the foreign affairs committee, Chilean Chamber of Deputies, arrives for a week-long visit.

General James F. Collins, commanding general U.S. Army, Pacific, arrives for a three-day visit.

13. The Russian edition of Soviet Russia in China by President Chiang Kai-shek comes off the press. This is the 10th foreign language edition.

Dr. Jurgen Domes of Heidelberg University, West Germany, arrives for a six-day visit.

14. The fourth National Education Conference opens.

James Shen, director of the Government In­formation Office, leaves for New Delhi to attend a U.N. seminar on freedom of information for Asia.

Dr. Witt Siwasariyanond, deputy director general of the Public Relations Department of Thailand, arrives for a 10-day visit.

15. An exhibition of the Taiwan dairy industry opens at Hsinying.

The government approves a project to acceler­ate the island's economic development and to solve the problem of employment for more than 467,000 retired servicemen.

Lt. General Kim Sung Eun, commandant of the Republic of Korea Marine Corps and concur­rently member of the Supreme Council for National Reconstruction, arrives for a six-day visit.
